- BambooHR is the most complete HR-first system for growing companies, but small firms pay a flat rate: $250 per month for Core if you have 25 employees or fewer.
- A PEO such as Justworks (from $79 per employee per month) costs more but takes on payroll compliance and gives small teams access to group health benefits.
- Several big names, including Gusto, Paychex and TriNet, did not show a price we could confirm, so get a written quote that includes every add-on before you sign.

The best HR software for small businesses
These ten platforms cover the main ways small businesses handle HR: all-in-one payroll and HR suites, HR-first systems, PEOs and free scheduling tools for hourly staff. Prices come from each vendor's own pricing page in October 2026.

Gusto is often the first HR tool a small business buys, because it starts with the job every employer has to get right: paying people. Its platform combines full-service payroll and payroll tax filing with employee onboarding, time off tracking and benefits administration, and it sells tiered plans as your needs grow.
We could not confirm Gusto's current prices. Its website blocked our automated checks this week, so we list See website. Look closely at which features (such as multi-state payroll, performance reviews or HR advice) are only on the higher tiers before you pick a plan.
- Payroll, benefits and onboarding in one system
- Built for small businesses from day one
- Plans that grow from basic payroll to fuller HR
- Pricing page blocked our checks, so confirm current prices yourself
- Advanced HR tools sit on higher plans

Rippling's pricing page says plans start at $8 per employee per month, with a monthly base fee. From there you add products, such as payroll, benefits, time tracking or device management, and get one quote for the bundle.
Its standout idea is that HR data drives everything else. When you hire someone, Rippling can set up their payroll, benefits, laptop and software accounts from one record, and remove access just as fast when they leave. For a startup that hires often, that saves real admin time.
The catch is that the $8 figure is only the entry point. Base fees and add-ons push the real price up, and the page does not publish those amounts. Eligible US startups backed by venture capital can get free access for six months.
- Modular, so you buy only the products you need
- Connects HR with device and app management
- Free for 6 months for eligible VC-backed startups
- A monthly base fee is added on top
- Exact price needs a custom quote

BambooHR is built around HR rather than payroll. Its Core plan includes an employee database, custom reports and dashboards, applicant tracking with job posting, offer letter templates, time-off management, benefits tracking and an eNPS survey tool. The pricing page also lists compliance help powered by VirgilHR and an AI assistant that answers routine HR questions using your company data.
Pricing has two models. For companies with more than 25 employees, it is per employee, starting at $10.25 per month for Core, $17.50 for Pro and $25 for Elite. For companies with 25 or fewer, it is a flat monthly rate: $250 for Core, $425 for Pro and $650 for Elite.
That flat rate is the honest weakness for very small teams. A 6-person company pays the same $250 as a 25-person one, which makes BambooHR better value as you approach that size.
- Strong employee records, reporting and time-off tools
- Hiring and onboarding included in Core
- Compliance help and an AI assistant on the Core plan
- Flat $250 minimum for teams of 25 or fewer
- Payroll and some tools cost extra
Justworks is the most transparent PEO we found. A PEO (professional employer organization) becomes the co-employer of your staff for payroll, taxes and benefits, which can give a small company access to better health plans than it could buy alone.
Its pricing page lists four options. Payroll is $8 per employee per month plus a $50 base fee and includes HR tools and time tracking. PEO Basic is $79 per employee per month with payroll, HR essentials, support and compliance. PEO Plus is $124 per employee per month and adds medical, dental and vision administration and an applicant tracking system. A Global EOR plan for hiring abroad is $599 per employee per month.
The trade-off is cost. A PEO is a big step up from payroll software, so it pays off mainly when better benefits help you hire and keep people.
- Clear published pricing
- PEO plans give access to medical, dental and vision benefits
- HR support and compliance help included in PEO plans
- PEO plans cost $79 to $124 per employee per month
- The payroll-only plan has a $50 base fee
Homebase is made for restaurants, shops and other businesses with hourly staff. Its free Basic plan covers one location and up to 10 employees with basic scheduling, time tracking and point-of-sale integration. Paid plans are $30 (Essentials), $70 (Plus) and $120 (All-in-One) per location per month with unlimited employees.
Payroll is an add-on for any plan at $49 per month plus $6 per employee paid, and the page currently offers the first six months free. The All-in-One plan adds employee onboarding, labor cost management and HR tools.
The catch is that real HR features live at the top tier, and every extra location is another monthly charge. For a single cafe it is excellent value; for five locations, compare it against per-employee tools.
- $0 Basic plan for one location with up to 10 employees
- Scheduling, time clock and team chat built for shift workers
- Payroll add-on with 6 months free for new users
- HR and onboarding tools are on the $120 All-in-One plan
- Priced per location, which adds up for multi-site businesses
Connecteam is an app for teams that do not sit at desks, such as cleaners, field technicians and construction crews. Its pricing page says it is free for up to 10 users, with all hubs and features included.
Above 10 users, you pay per hub. The HR and Skills hub starts at $29 per month for the first 30 users on annual billing ($35 monthly), then a small per-user charge, and covers onboarding, hiring, recognition and rewards, documents and an org chart. Separate Operations and Communications hubs add time clock, scheduling, chat and surveys.
The downside is that Connecteam does not run payroll, so you will pair it with a payroll provider. And if you need all three hubs, the monthly total climbs faster than the entry price suggests.
- Free for up to 10 users with all hubs and features
- Mobile-first app for staff in the field
- HR hub covers onboarding, recognition, hiring and an org chart
- Priced by hub, so costs grow as you add modules
- Not a payroll provider
Factorial is a good middle ground for a company that has outgrown spreadsheets but does not need an enterprise suite. Its pricing page says plans start at $8 per month per user and are tailored to the features you need.
Its feature list is broad for the price: time-off requests, time tracking, shift scheduling, performance reviews, goals, onboarding and offboarding, a document manager with e-signatures, an employee portal and HR reports. Newer modules add IT device management and expense tracking.
As with Rippling, the entry price is a starting point. You will need a quote for your exact mix, and US businesses should confirm how payroll works before committing.
- Starts at $8 per user per month
- Covers time off, time tracking, performance, onboarding and documents
- Built-in e-signature and org chart
- Exact price depends on the modules you choose
- Payroll availability varies by country
Paychex is the traditional choice for owners who would rather call a person than troubleshoot software. Its small business payroll page says it is trusted by about 840,000 clients, and it sells payroll alongside HR consulting, a PEO, time and attendance, background checks, 401(k) plans, health insurance and workers' compensation.
That range is the strength, and Paychex has also acquired Paycor, which broadens its HR software.
The downside is pricing. Its small business page does not publish a price, so you will need to request a quote and compare it carefully against flat-priced tools.
- Long-established provider used by about 840,000 clients by its own count
- Payroll, HR, benefits, retirement and insurance from one company
- HR consulting and PEO options available
- No public price on its small business page
- Add-ons can make quotes complex
TriNet's HR Platform is the product many small businesses still know as Zenefits; TriNet's own login page calls it the HR Platform, also known as TriNet Zenefits. It covers HR records, onboarding and other everyday HR tasks, with payroll and benefits services available.
The reason to pick it is the growth path. TriNet also runs one of the larger PEOs and an HR Plus service for outsourced payroll and HR, so a company can start on software and move to fuller services without switching vendors.
We could not find a published price, so you will need a quote. Ask specifically which features are in the base platform and which belong to HR Plus or the PEO.
- Cloud HR platform formerly known as Zenefits
- Can upgrade to TriNet's full PEO or HR Plus services
- Payroll, benefits and compliance support available
- No public price on the HR platform page
- Product names have changed, which can confuse buyers
Deel is for small businesses whose team is not all in one country. Its pricing page lists contractor management from $49 per contractor per month, a US PEO from $125 per employee per month and employer of record (EOR) service from $599 per employee per month, which lets you hire full-time staff abroad without opening a local company.
Deel says it supports hiring in 150+ countries.
If everyone you employ is in the US, Deel is more than you need. A US-focused payroll and HR tool will cost less.
- Contractor management from $49 per contractor per month
- Employer of record in many countries
- US PEO option from $125 per employee per month
- Expensive for US-only teams
- EOR plans start at $599 per employee per month
How we picked these
We focused on HR software that small businesses (roughly 1 to 100 employees) can buy without an enterprise sales cycle, and we included a mix of payroll suites, HR-first systems, PEOs and free tools for hourly teams. For each, we read the vendor's pricing page and product pages and noted the conditions behind every published price, such as base fees, per-location pricing and minimums.
We did not run trial accounts for this roundup. Where a vendor did not publish a price, or its site blocked our checks, we list See website rather than guess.
How to choose HR software for a small business
Start with payroll
For most small companies, payroll is the one HR task that cannot go wrong. Decide whether you want payroll and HR in one tool (Gusto, Rippling, Justworks, Paychex) or an HR system that connects to a separate payroll provider (BambooHR, Connecteam, Factorial).
Do you need a PEO?
A PEO like Justworks or TriNet takes on payroll tax compliance and can open up better group health plans. It typically costs far more per employee than software alone, so it makes sense mainly when benefits are a hiring tool for you.
Price it for next year's headcount
Per-employee pricing looks cheap at five people and very different at 40. Ask for a quote at your current size and at your expected size in 12 months, and include base fees and add-ons.
Match the tool to how your staff work
Hourly and deskless workers need a mobile app, time clock and scheduling, where Homebase and Connecteam shine.
Check compliance support
Employment law differs by state. Look for built-in compliance help, such as BambooHR's VirgilHR-powered tools or a PEO's HR advisors, especially if you hire in more than one state. This article is general information, not legal or tax advice.
FAQ
What is the best HR software for small business?
For most small businesses that need payroll and HR together, an all-in-one tool like Gusto or Rippling is the simplest start. If HR records, hiring and time off matter more than payroll, BambooHR is the strongest HR-first option. Hourly teams should look at Homebase first.
Is there free HR software for small businesses?
Yes. Homebase has a free plan for one location with up to 10 employees, and Connecteam is free for up to 10 users. Both charge once you grow past those limits or need payroll and advanced HR tools.
How much does HR software cost for a small business?
Published entry prices start around $8 per employee per month (Rippling, Factorial, Justworks Payroll), often plus a base fee. BambooHR charges a flat $250 per month for teams of 25 or fewer, and PEOs like Justworks run $79 to $124 per employee per month.
What is the difference between HR software and a PEO?
HR software gives you tools to manage payroll, records and time off yourself. A PEO becomes a co-employer of your staff, handles payroll taxes and compliance, and lets you join its group benefits plans, which costs more but takes work off your plate.
Which HR platforms work best for hourly employees?
Homebase and Connecteam are built for hourly and deskless staff, with mobile time clocks, scheduling and team chat. Homebase adds an optional payroll service.
